James "J.R." Reeves has held top-tier roles in both government and corporate sectors, excelling in public service and executive leadership. As a C-Suite executive, he has fulfilled the role of Federal CIO, adhering to statutory regulations from the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM). Mr. Reeves has overseen Federal agency cybersecurity, participated in the Risk Management Council (RMC), and chaired the CIO Council. He has led diverse teams to meet the needs of complex IT infrastructure, always prioritizing cost control and value delivery for key stakeholders.

 

Mr. Reeves is recognized for his ability to build diverse teams, drawing from both government and private sector resources. He has been a strong advocate for public-private and academic partnerships, forging relationships with universities while maintaining key connections with Fortune 50 companies. His commitment to diversity within his teams is evident in the variety of ages, genders, experiences, and skill sets he brings together.

 

Beyond his executive responsibilities, Mr. Reeves has developed IT Strategic Plans and managed IT systems as strategic assets. He has directed the financial lifecycle of IT projects, including budgeting, resource allocation, and acquisition management. As a project manager, he has created detailed work plans, managed both agile and waterfall projects, and developed the Agency's Capital Planning and Investment Control (CPIC) program from scratch. He also managed 24/7 IT Operations for a global network with five component networks.

 

Mr. Reeves successfully secured $6.5 million in additional funding for the Agency through the Technology Modernization Fund (TMF), presenting comprehensive proposals and budget analyses to GSA and OMB, and competing with other Federal agencies for grant funding.
